In light of the rapid changes taking place in the global education sector، educational institutions are now required to adopt flexible and innovative administrative practices that keep pace with the demands of sustainable development and enhance the quality of organizational and educational performance. Within this context، Human Resource Management (HRM) practices emerge as one of the key drivers of administrative innovation in schools، as they contribute to empowering teachers and administrators and motivating them to develop work methods and actively participate in decision-making. Private schools in Iraq represent a unique model that oscillates between ambitious educational aspirations and chronic structural challenges. Indicators have shown that these schools face significant difficulties in attracting qualified educational staff، weak training systems، and the absence of effective incentive mechanisms، all of which hinder their efforts to build an innovative administrative environment. Despite individual initiatives undertaken by some schools، the lack of financial resources and organizational weakness constitute structural barriers to sustaining these efforts in recent years. With the transformations imposed by the COVID-19 pandemic، private schools have turned to employing e-learning and digital technologies. However، this adoption has been partial and limited in impact due to the absence of effective teacher training on the optimal use of these technologies. In addition، the lack of a participatory institutional culture and the absence of horizontal communication between administrations and teachers weaken knowledge exchange and reduce opportunities for innovation. Educational leadership also plays a pivotal role in activating administrative innovation. Leaders who adopt motivational and participatory approaches are more capable of fostering a spirit of change and achieving renewed administrative practices. Nevertheless، weak leadership preparation and the absence of clear strategic plans make many private schools prone to reproducing traditional administrative methods. From this standpoint، there is a pressing need to develop clear policies and strategies in the field of Human Resource Management within private schools، taking into account the local context and focusing on empowerment، capacity building، and establishing an administrative environment that fosters innovation. Enhancing community partnerships and activating the role of parents and the local community can also contribute to providing additional resources and moral support that strengthen opportunities for administrative modernization. Accordingly، the success of administrative innovation in Iraqi private schools depends on the integration of a set of factors، including: the development of HR practices، support for transformational leadership، activation of community participation، and the promotion of a culture of institutional learning، all within a clear vision for sustainable development.
