Abstract

This research addresses the pivotal role played by parliamentary oversight in combating administrative and financial corruption, by reviewing the oversight mechanisms possessed by the legislative authority, which include parliamentary questioning, investigation, and interrogation. The research focuses on the importance of enhancing the effectiveness of these tools to ensure that corruption is confronted, which is one of the most prominent challenges that hinder development and weaken citizens' confidence in state institutions.

The research begins with the definition of administrative and financial corruption and its negative impact on the stability and growth of states, then reviews the role of parliament as a supervisory body that contributes to monitoring the performance of the executive authority and ensuring its compliance with laws and ethical standards. The research also discusses the challenges facing parliamentary oversight, such as political and sectarian influences that hinder the independence of oversight bodies.

In the context of the research, the importance of developing legislative frameworks that regulate the parliamentary oversight process is highlighted, by amending constitutional texts and ensuring the independence of parliament in performing its oversight role. The research also stresses the need to set a time limit for the commitment of government members when they are summoned to parliament, to ensure accountability and transparency.

The research recommends the need to empower parliament with more effective oversight tools, and to provide a legal and constitutional environment supportive of its independence. It also calls for activating anti-corruption laws and ensuring their implementation on the ground, to enhance citizens' confidence in the role of parliament as a key oversight institution in confronting corruption.
