The phenomenon of terrorism is one of the features that emerge in human societies from one era to another, but it differs in form, content, and behavior in these societies, and since society is an essential component within the framework of the political system and the state, and with the different nature of the state in terms of historical, cultural, economic, political and administrative aspects, it called for different reasons And the driving motives for the phenomenon of terrorism in society, and this is what prompted some to consider that the main engine of terrorism is the extremist intellectual and religious ideologies that are the most influential factors in the phenomenon of terrorism. The growth of the phenomenon of terrorism prompts us to say that terrorism has become in many cases a substitute for regular war, or that it is a war of another kind. Which threatens the security and stability of all peoples of the world, and this will only be done through a comprehensive international agreement.
